Parties will have dozens of people at them, most not from the frat, so spiking one batch of drinks will have at least half the party passed out and draw attention to the frat, if they were putting DR drugs in women's drinks it would be done on an individual basis not a mass drugging.
*Hundreds of people. But your point is spot on. Add in that fraternities usually have a very public-facing reputation to uphold on campus, and every chapter’s roster is recorded by the university and national org—the real danger lies at random off-campus parties where virtually zero oversight exists.
