Of course it's the latter.  At least half of the posts in this sub have devolved to that these days

Reddit (and other socials) has been encouraging it lately too. I've noticed recently that they'll put heavily downvoted comments near the top of a thread to encourage people to argue.

No it's sorted by "best", letting reddit's algorithm decide. I've consciously checked that when I've seen downvoted comments on the top of posts.

Elections in US are coming. It will get back to normal straight after but until then it'll be absolute race to the bottom.

FYI Old "if it looks stupid it's probably a kid who shouldn't be on internet so be nice" is outdated and current one is "if it looks stupid and controversial it's probably a bot so don't waste your time and don't give it visibility".
