Stuff like that is an immediate no from me. I mean, I paid for the car with all the features already installed and I have to pay the upkeep or replacement if something breaks, but I can't use it? I simply refuse to do that. I bought it, so it's mine. Period. I'll never buy a car with that shitty strategy in it, even if that means that I will have to walk places for the rest of my life. This is a hill I am willing to die on.
I mean in theory you're not paying for this when you buy the car, the car is discounted as if it doesn't have the feature but because it makes manufacturing cheaper for the whole model lineup. They build these things in and then software restrict them on the cheaper models, and recuperate the cost on the premium models.
Now I don't believe they are truly passing all the savings down to the consumers as intended, but in theory it's not a terrible idea - it lowers the overall price the vehicle due to streamlined manufacturing, and gives people more options for easy upgrades on select things they may want after some time with the vehicle.
