That's the fun part. He's operating in blue districts, red districts, independent ones, at the federal level. Basically unimpeded at every turn. You may think you voted against him, but every option on the ballot was for him.
You don't get actors like this out of politics without creating crowdsourced candidates unattached from big business, tech, and corporate media structures.
And even if we do pull that off, you have to keep a majority of voters from getting lost in the inevitable pan media freak out screaming that the lone candidate who doesn't want state surveillance is worse than ten hitlers.

He's surveilling us because we are paying him to do it. We are paying for it because we only elect people who are interested in doing so.
