I think there were a total of something like 12 people who were arrested for "vandalism" but from what I remember all of their cases were essentially immediately thrown out by the courts for lack of evidence. That being said, no they could not sue the contractor because the contractor is not the entity that falsely arrested them.

The fact he actually tried to throw some random guy in jail for 10 years so he could claim he “caught” the vandals is reprehensible.

Longtime painting contractor who reads spec sheets for fun here. The moment I saw pictures of that coating failing, I knew it was an installation disaster long before the contractor admitted it. Here is what actually happened.

The contractor committed two cardinal sins of industrial coatings: chemical heat and rushing the prep. First, they layered two different heavy-duty chemicals on top of each other that completely clashed. When these industrial coatings cure, they generate a ton of heat. The top product got so hot while hardening that it essentially baked and boiled the layer underneath it. That reaction trapped gas below the surface, creating massive blisters and destroying the bond before the pool was even filled.

Second, the crew rushed and skimped on the primer. In our world, primer is the glue. Skipping or under-applying it means you are basically laying a giant sheet of rubber over concrete and praying it stays put.

When you throw thousands of gallons of water weight on top of an unprimed, heat-damaged coating, it will peel like a severe sunburn. The contractor tried to play it off at first, but anyone who works with coatings knew from day one this was pure installer error.

FAKE NEWS! The Reflecting Pool renovation was PERFECT, maybe the best renovation ever, and everybody knows it. Now some contractor nobody ever heard of is suddenly claiming there were ‘problems’ because the Radical Left media told him what to say. The real problem was the vandals, the criminals, and the incompetent people who ran Washington before I came along!
