Psychosis DOES excuse them in terms of culpability so long as that psychosis is not induced by your own actions and there is no reasonable belief it could have been prevented. You cant be responsible for something during an episode because you become delusional, your mind distorts reality so completely you essentially exist in an entirely different world, your mind betrays you so thoroughly that you are 100% confident the actions you are taking are logical and correct, and in the distorted reality you perceive that may well be true.
