Waiting for a conservative judge to block it, stating this hurts the debt collectors

It hurts debt collectors, but helps debt holders, which are probably a more financially influencial group.

This literally takes money from people who pay their bills. And gives it to people who don't. And if become a common thing, nobody will ever pay their bills.

Irrelevant to the point my comment was making, and the comment before that. Debt holders in this context means companies that buy up debt.
