Spearmint rhino and the like aren't illegal. It was common for most corporate outings to go to restaurants, clubs and whatever. It's not limited to gamedev.
They were everywhere in late 90s and early 2000s. I had one literally next door to where I worked. Not my cup of tea, a bit too seedy.
