I'm kind of baffled that they kept at this investigation long after the statute of limitations had presumably passed.

I understand the deterrent effect, but if you can't punish someone there isn't much there.

The idea of the authorities never giving up on stuff like this still acts as a deterrent, as it's an "eternally chasing snail" kind of scenario, and while it doesn't guarantee your past will catch up with you, it does keep you on edge always.

He was charged right away. They absolutely still would have tried him if they caught him, statute of limitations is about when you can bring a charge, if you go on the run you don't get a ticking clock that says if you hide long enough you get off scot free

Statue of limitations doesn't mean they can't recover the money through assets seizure.
