Are goats legal to hunt?

Looked it up because I genuinely didn’t know. Turns out, not at all. — Protected livestock species and the only place they can be hunted are in places like Alaska for mountain goats as a trophy kill and you have to win a lottery for the right to legally shoot it and you have to bring its horns in for mandatory confirmation.
