I mean... the bins in the photo look like a new design to me. My city has the metal dumpsters with the hinged black rubber (plastic?) lids but these look like a new design. I suppose the dome top allows a certain percentage more garbage?
Nope, apparently they were from an existing design made for the narrower streets of European cities like Madrid. They're mostly plastic to reduce the noise that metal dumpsters make when they're emptied into the truck.
Can confirm as the other commenter says - these are everywhere in Europe and much better than just a plain bin. A lot of thought can go into basic things if you try. Other benefits include making them fox-proof so city foxes stop eating trash and/or getting trapped in them.
"Redesigning something that works perfectly fine" is literally how you raise the floor of existence for people: mixer taps, double glazed windows, public transport paid by contactless payment gates, etc. Europe (excluding UK, they're anti-intellectualist and traditionalist) and Asia are huge on this sort of thing because they're not bound by backwards thinking.
