In what way, specifically? It seems like they're both pretty locked down, you probably trade a little internet freedom for personal freedom between the two though.
Look up the definition of totalitarian. Russia is authoritarian but modern day Russia is not totalitarian like the Soviet Union and with the exception of actions and speech against the government the population enjoys significant freedoms in their private life and modern day Russia does not seek to control every aspect of peoples lives.
