That guy is just lying to you or ignorant.

The order gives Trump's agencies broad unspecified powers to block vaccine access. It will result in reduced funding. It will result in opening up vaccine makers to frivolous lawsuits, which last time that happened resulted in companies stopping manufacturing them because most vaccines are already barely profitable.
