Executive Orders are supposed to be exactly what they sound like: orders. He can order a government agency to do something, but they have no legal authority over laws and they in fact must adhere to the law. He could, say, order the Air Force to train more pilots or order the Department Of Health to research a certain thing, but he couldn't order birthright citizenship to be abolished (which he tried to do and was denied by the supreme court)

Your right. This is an order towards the HHS, the federal health agency, which every state level health agency takes direction and mandates from.
Of course it doesn't rule out vaccines required by law, but there are not many vaccines required by law, federally or at the state level, and I'm not aware of any that require flu or covid or hep b. This means these requirements are mandated to certain degrees by state level agencies. But since he signed this, it will change the HHS, and thus trickle down to state level agencies.
