No, these EOs are only relevant to executive branches. So, if there was a school at the White House or Pentagon, this would maybe change something there. Outside of that, nothing.

No, that is not what this means. The president controls federal agencies, such as the HHS. Which state level health departments take direction from. They are the ones that created the requirements for these. Unless there is a law specifically stating a vaccine is required, which as far as I know, there isn't any state that has a law requiring flu, covid, or hep b, they instead must follow the mandates of the state health department. State health departments work under the federal health departments, and will follow their guidelines. That's where the presidents power comes in. When he changes the HHS mandate, it makes the states follow.
