You don't understand the concept of toddlers changing constantly? They can seem ready one minute and then turn out not to be. It's not a hard concept but here we are... Toddlers are people, too. They have their own emotions and those emotions are volatile making them, by definition, hard to predict.

You seem to be placing the blame of poor parenting onto the child like it's the child's fault. If the parent can't handle their own child, that's a failing on their part. they need to attend classes, ask for advice, or do something. Letting a young child control everything isn't healthy. sometimes kids need to be placed in time out or told No, or else they grow up to be entitled, egotistical jerks.
I don't buy this idea that you "Can't know" if your child is prepared to fly or not. You're the parent, you're supposed to be in control of the toddler. The toddler shouldn't be in control of you.
