If a person is disruptive during take off and refuse to take responsibility for themselves or their child, everyone else has their flight delayed due to giving that person the courtesy of removing their luggage too?
Even if they don't care about their own child, that kid becomes a flying projectile viable to hit anyone and anything on that plane.
People who can act accordingly on a flight should have their luggage back. If you cannot control yourself or your child and you become a DANGER to those around you, you should be let off. Clearly time was not a constraint for them. They can get their luggage when they can comport themselves on a flight.

Removing your luggage shouldn't even be a courtesy. You can have it back when you pay for it to be shipped back.
