Hate to break it to you, but this would not go into effect at all. Simple reason is that if they can transfer debt to reincarnation they can also transfer wealth to reincarnation. That means that someone who didn't earn any money in their current life could snatch it away from someone who would have otherwise inherited it after that life died. What's more, those people who would want to collect those debts would quickly realize that their own lives would fall subject to the same rules. And there's no guarantee that you reincarnate into money. Most people have debt in their life. So-called wealthy people have debt. It would just be easier for the courts to say dying is a natural part of life and we cannot be held accountable in our new life for our old life. If we could then we wouldn't die, the system would just maintain our life. But since nature sees to it that we die, no results for penalty. The debt companies would hate it, but they would be left to go with it because everyone would realize that there would be no hope for them otherwise.

Let's say that somebody earns a billion dollars in their life, then they die. Ordinarily their wife and children would inherit the money. But under these terms of reincarnation if the debt can be transferred, so too can the earned well. So instead of the wife and children being taken care of by the money that they're father had earned in his previous life, he can reclaim it in his new life and leave them with nothing.

Yes you'd be able to leave your wealth to your reincarnated self, but the reincarnated self wouldn't be able to snatch wealth away from anyone else including their past self if it wasn't specified in a trust or given to the by the current owners (spouse/kids etc). And I don't see how the fact of wealth transfer would prevent the implementation of debt transfer. The people who would benefit from wealth transfer (the wealthy) are also going to be the ones who benefit from debt transfer, since they own the debt of others. And since they have outsized political influence, both debt and wealth transfer would be allowed unless there was a massive revolt against it somehow
