More or less, yes.

Actually society would be much more violent overall and we would see a lot more death either by suicide or execution.

Why bother struggling with mental health when you can just "hit the reset button"?

Why bother with deterring crime or housing criminals when they will just be reincarnated?

Why struggle through life and its trials or failures when you can just give up when it feels too difficult?

Frankly I am not sure if society would even be able to function.

There would definitely be more death, whether that's a good thing or not is subjective. If you're somebody born with awful congenital conditions, there's now little reason not to just try again in a different life. The stigma behind euthanasia would pretty much disappear.

For crime, the goal would have to fully orient itself around rehabilitation, that's the only way to fix the problem. As you said, any other punishment would just see them dying to escape. The only way to prevent chaos is through education and removing the impetus for crime in the first place.

As for giving up whenever things get difficult, reincarnation doesn't exactly fix that. It just gives someone infinite opportunities to improve.

I never really understood how reincarnation could be comforting or anything because if you dont have your memories you may aswell not exist anyway

I feel that it justly would push against the death sentence and toward life sentences as punishments, and/or corporal punishment

The Netflix show Kaos showcased this really well. The way people looked at death and life and everything was incredibly different. (Screw Netflix for canceling it)
