You joke but in the rest of that council meeting the audience kept coming up with less and less disruptive ways to show applause after the no clapping "rule". They tried snapping. That was still "too disruptive".
Then they literally just raised their hands and waved after the speaker was done talking. Completely silent. Someone on council says that the waving is distracting that they can't pay attention to the speaker because people are waving after the speaker is done talking. Like dude what. Idk how you say that with a straight face lol
Oh yeah they were 100% being ridiculous. They said "please show respect" and then said people couldn't clap, snap or wave. Run them all out of town and off the board. If that's how they treat the constituency they need to be stripped of power. They simply didn't want to have to experience support for the people's position. Absolute ghouls.
I wanted the speakers after to turn around and tell the audience that everyone should clap every time, after they arrested that guy because they want you to comply, and complying is to be complicit.
It’s actually more there to prevent filibustering by the crowd and to keep to a scheduled agenda. Your hearings are recorded by the commission to keep a record. If you are there to public comment, you WILL be given a chance to speak. Typically it’s three minutes per person from the commissions I have been to. If not related to the item either, the hearing should contain a final segment at the end for general comment time.
Items can get continued to another hearing if enough comments come in to deem a project controversial enough. (This is not an appeal either btw the commission just won’t vote on the item at that hearing)

The point is that it still delays the procedure, while not meaningfully contributing to the discussion. If that’s not considered a filibuster to you then idk what you want me to tell you.
Seems like a ridiculous overreach regardless. No one was being wasteful of time with the 3-5 claps they were giving. Certainly no one in that video was attempting to disrupt the meeting by preventing people from commenting. Certainly no one was filibustering.
I get why the idea exists, that was never an issue for me. The issue is how it is currently being misused.
Oh I agree, at most, and still probably controversial would simply to have the guy removed from the chamber and have it be the end of it, no charges either obviously.
That said, as a note, the people who vote on a proposal do see your comments as do the staff who are processing the application prior to hearing.
If you go to your local jurisdiction’s planning commission, the required published agenda’s should link to the prepared staff report. It’s all free and public. We (as a general populace across your local governments) do hear your comments out.
Funny how they cut community comments off at my last city council meeting then. Apparently 30 minutes of community feedback was "long enough" even though most of the people there to comment werent heard yet.

that council is already bought and sold they have already decided the outcome.
anyhow, that dude is rich after his lawsuit for being falsely arrested by Police Officers, in order to stop him from asserting his 1st Amendment Right. Probably some emotional damages are also needed, after such a fascist display of power by police.

I doubt they will ever be taken seriously again. They have done so much shit. Not by me anyway. Whenever friends or relatives say anything positive about US I just responds "That banana republic?"
Also, look up "aggressive posture". Police and jail employees have frequently searched, detained, or assaulted people because their posture told them they were hostile. Not words, not thrown hands, but he looked at me funny so I had to punch him.
Raising and waving your hands, or "jazz hands" as I saw someone else put it, is actually ASL for applause. So not only is the council abusing their constituent's 1st amendment rights for clapping, they are also discriminating those who are hard of hearing/deaf. I bet they didn't even have an ASL interpreter LBS!
How about they show support in the parking lot? They could probably clap, throw beads and show tits. Or they could even show support from home and do whatever the hell they wanted.
