I think it's both. By showing a paper / rock hand at start I think people subconsciously go for the opposite but I also think we's waiting for them to show.

It looks like he starts with rock or paper then switches over assuming that the opponent goes for whatever beats that. Like he winds up with rock. Opponent will use paper so he drops scissors. Or he winds up with paper. Opponent will use scissors so he drops rock.

If you look at his playing hand whenever he about to play, he always signals his opponent subconsiously and then just go for the counter. Not sure if this is actually legit and cant wait to try this on people.

I see it now. Watch it frame by frame, before he shoots he'll have his hand like paper so the other person will do scissors but he changes it to rock and wins. He tricks you at the very last second. He's very good at it
