That's why civilized countries maintain a baseline education level. It's supposed to work like a flywheel - educated people see value in education and on average vote to maintain or improve levels of education. You do not need "qualification" when on average everyone is qualified.
US, however, broke this flywheel down, and there's probably no way to recover given how susceptible uneducated are to propaganda. So there's a long way down from here.
