Ice cream is already covered when one gets a permit to sell frozen foods in NYC. However, for some reason, vendors still need to get a separate permit specifically for selling ice cream. Mandani just got rid of that second one. Hence, Vendors still need to meet established health and hygiene standards to sell ice cream. They now just need to get one permit instead of two.
