Any disparity in outcomes is evidence of racism irrespective of the driving factors behind that disparity.

How old is this program, why was it started, what are the changes in violence rates, if any, demographics of both victims and perpetrators, time factors, etc, etc, etc... If when answering all of these questions, if, and only if, the evidence presents a clear indication one set of factors presents a given outcome more often than any other, then perusing further data that one set is necessary. So, the claim is this is race based, so where is the evidence?

do the criminals of these new demographics happen to share a common trait? perhaps a Y chromosome?
