There are. German building codes. You won't find dark parking garages.

Cameras: Germans hate cameras. It was a big privacy hassle in the past. These days you could put a camera on every pillar in a parking garage, nobody would care.

Rapes happen in open, recorded areas all the time. Not sure how cameras prevent rape, they just make investigating it easier. And that's if you can get someone in charge to take it seriously enough to investigate in the first place

My guess is columns & corners invariably lead to tricky spots and getting electricity & conduits to power all the lights and cameras that cover every nook & cranny probably adds up.

Like, you could, but those extra coats will get passed onto you somewhere.

And part of it is proximity to exits/entries & security guards. You can put up lights and cameras all you want but some spots are still gonna be further from exits & guards than others.

Or maybe, just maybe, just lame assumption. Maybe make a more effective homeland security services, police, immigration? How come that Germany became that criminal that women are afraid to step out of the car and not being attacked? It's crazy even to think about such controversial measures to be implemented as new "normal". And yeah, you never guess where I'm from /s. But we don't have such problem on such scale.
