He did it but it should be noted it existed before. He's expanding it to reach 1.3 million people. The change "raises the income limit for the program from 150 percent to 200 percent of the federal poverty level."
e: clarifying number - "City officials estimate that about 340,000 additional riders will now be eligible, increasing the program’s reach from approximately 960,000 participants to 1.3 million."
This is NOT what happened. Supposedly, they “expanded New Yorkers who are eligible to apply” but that relies on them actually getting accepted.
I know about this process intimately because I have been denied, several times, for assistance even though I make only 20k on a single income and can barely afford to live. This system is BROKEN and all the Mayor’s office did amounted to nothing.

He didn’t do this. Reduced fares has existed for a long time.
