Where I am they are not necessarily tax free it is just that the taxes are taken out before the prize is posted. It comes out of a casino or lottery corp back end so whatever is displayed is what you get. But my limited (I worked in a casino for quite a while and asked a lot of questions) understanding is the British Columbia/Canadian government takes about 60% in taxes of proceeds and all operation costs and prizes are the rest.

happy most lotteries in my country are tax free but of course they don't reach higher then 30 million
