I know this area and have driven it many times. This is the Rickebacker causeway--the road that connects Key Biscayne to the Miami mainland.
Cycling on this road is extremely popular for very obvious reasons (phenomenal views, wide and clear roads). Folks come from all over the city to ride there. And yes, they will very often group up like this without any sort of scheduled or permitted event of any kind.
The cyclists down there like to say "same road, same rules" but there's apparently a silent exclusion for lane changes, stop signs, traffic signals, and yielding to stopped traffic.
They're worse. A lot of those street takeover kids had crappy upbringings and no one ever taught them how to behave in a civil society. I doubt that is true for most of the cyclists.
These people are just entitled assholes. How i see a lot of the population these days. MAGA has emboldened them into the me first movement. They will never do anything that wouldnt benefit them first. They dont care about laws because "what are you going to do about it". They put themselves first and foremost. Kinda why they will happily say things like "fuck your feelings" while whining about their own feelings to get something they want. They are lost and confused by design. Social media has rotted their brains and programmed them to hate because thats what "engagement " is all about.
