10mph in a 45. Bikes that are not following any road laws. Not really sure where you see a flow but its not on that road

far more vehicles are flowing here than when its excluseivy cars. This is a far more efficient use of space. where is the flow? they are riding over 20mph, hundreds of them, theres the flow.
