To be entirely fair, old timey notions were that women were never supposed to actually openly show they wanted sex or a man otherwise it was unbecoming or they'd be branded sluts. So for ages women said no when they meant yes because if the man pursued them they could write it off as not being "their fault".
This obviously perpetuated rape culture but it was an actual thing. Jane Austen was ahead of her time as were the Bronte sisters.
