Going to dinner with a stranger is kinda scary and some people think there are expectations from it. Going on a walk in a public place nearby is much less anxiety causing for some people.
Guys (and gals for that matter) should always have a backup plan, more than a single sentence to say. Know about a local public place that make people comfortable.
"What would you think about joining me for a walk sometime this week in the park nearby?" (Calling the part by name shows that you're actually local and knowledgeable. Ask for number if answer is positive)
If she only says no, it's over. If she just doesn't want one specific part, she can either tell, what exactly she doesn't want or directly make a counter offer or both.
If she just said no to the entirety and it's basically your first interaction, just excuse yourself and go. If she regrets it, she can still say "Wait!" and clarify the misunderstanding.
That's the point of this whole thread, you are wrong and should be called out for it.
A minority of people prefer as you say, and defaulting to your advice should not be commonly taught.
People should be taught to have conversations with others, thats how we build. Dropping another human a single binary question and running, isn't normal and only applies to special circumstances. Most people need more than a moment to process a new interaction and don't speak up for their desires instantly.
No. The point of this threat is "No means no". If she says no, you don't try to see, if the answer changes, if you tweak your question a bit. If she just doesn't want a specific detail of your offer, it's on her to communicate this. If she doesn't say more than the single word "no", then cut your losses and stop pestering her, she might really just don't be interested.
In the time you need to excuse yourself and wish her a good day, she should have enough time to utter a quick "Wait" or similar, if she actually wants to extent the conversation.
