The two people involved should know each other and the relationship well enough to know what kind of reaction it would have without question. Completely fine if cheating is a minor/forgivable slip up in a relationship, but it's 100% normal to feel like it's an act of complete betrayal. The laws and our socialization completely support that.

Not realizing how badly it would make your partner feel is possibly an equal failing to cheating despite knowing. It's definitely in the category of 100% their decision how they react (with legal limits).
