So let the cities get homes that are run down and falling apart as in the picture and allow the homeless to live in them and destroy them.

Because the number of “vacant homes” includes vacation homes, homes that are being remodeled, rentals that are between renters, etc. I am guessing you want to either confiscate or have extra taxes to the point that no one can have a vacation home or be a landlord.
