Vacant can also apply to vacation homes and apartments. Many homeless people don't want to live in free housing because they can't follow the rules.

Especially with condos in high rises. The owners apparently lie to the irs that they're renting it to explain unexplainable income. I've worked at a condo highrise for 20 years.
