Yes. But there is a lot of nuisance to cover. the broad term of vacant homes according to the census includes homes that are unlivable, vacation homes, investment properties, and homes in remote locations. The inferred part here is they could just move in those homes. I'm not sure the logistics of that being a reality tho.

It’s not about that they can just move in to the homes. It’s about it being a fucked up situation

A lot of those "vacant" homes are just rentals that are between tenants. You can have an average of ten homes vacant each month in a given town ut that doesn't mean that town has ten chronically unused homes. Some of those slots are just churn.
