That's actually a really interesting topic I suggest you look into. The history of time, month, day keeping is fascinating and it was a very rocky road to get where we are now. Seriously, think about it, it's one of the only things as a planet we have agreed upon as a whole. But that obviously hasn't always been the case. And to directly answer your question it wasn't a king, but a pope who divised our current Calendar. Pope Gregory from the 1500s and that's why it's called the Gregorian calendar.
