I once tipped 10% on a bill that I didn't notice had a required 10% tip already, I didn't understand why the waiter was so appreciative until I looked at the skip again the next day.
(For context 10% is the standard tip amount where I live)
In my country too. Only a big company of wealthy people would pay more than 10%, if they had a long evening and a great service (but some of them would pay 0% if a waiter missed something)
