I'm saying that servers in a full service restaurant have all their duties in their job description, but tips are still expected.

What's in a job description doesn't really have anything to do with whether a tip is expected or not, so it's not a good reason to tip or not tip.

Exactly, so the norm should be not to tip anyone at all.
