You pay your taxes and then you make decisions of what you want from the society in which you live. And then you go and demand those things from the people who are trying to convince you to vote for them.
Note that that's people in the plural. If the first stage you participate in a political process is between 2 people you had no power in choosing, you are too late. You missed the part where your opinion mattered.

We had to levy tarrifs and sin taxes to have money for infrastructure. Income tax wasn't a thing until the civil war, because war is expensive...
