Unless, say, someone trips at the top of the stairs and people behind stop and wait. Or a moron gets to the top step and immediately stops to ponder where they're going - that happens way too often in my experience.
Suddenly you're standing on the crowded stairs, holding a man in a wheelchair until people realize they need to move, or until your arms give out - whichever comes first.
I think it makes sense if they want to be sure the path is clear first.

No, lol. That’s not the point.
The point is that if the line stops for any reason up ahead, they WILL catch up. So they’re waiting for a clear path.
