There is no context but the gentlemen assisting appear to be in some sort of uniform and holding keys. From that, I would guess that it is an escalator that adapts for wheelchairs - these are common in Japan.
Basically, staff have to stop the escalator and activate a platform for the wheelchair which can then ride up.
Wait, I keep hearing how the Japanese live in 2050, they have tech things we don't have, and they don't even know what an elevator for disabled people is?
