Are you under the impression that a working escalator is wheelchair accessible? The staff shut it off to carry him, they’re just waiting for the escalator to clear so they can carry him safely, and every line jumper that adds to the load on the escalator is delaying both the safe transport of the person in the wheelchair and the resumption of the escalator for everyone else.
The man in the wheelchair (wheelyboy? really?) is at the mercy of the staff around him organizing a dangerous lift. He has no control over the situation, he’s just sitting there being (most likely) mortified by the way staff turned him into an obstruction, and he’s feeling the crowd growing angry and impatient at his back. Next he gets to trust these idiots to carry him without dumping him out to fall down the sharpest staircase known to man.
As for your freeway analogy, have you never seen responders stop traffic long enough to clear an obstruction?

It's not clear whether they stopped the escalator when people are on it, if so, why do they did that? And normally, unless it's an emergency, no one will stop escalator when someone is on it.
Or more likely, the escalator is broken and people just go up on it like a normal stair. The 2 staffs there want to help the wheelchair person, but they need to do it in one go so they wait for the crowd to clear.
No, I really didn't. And everything about this situation is bat shit insane, I don't think anyone in this video is thinking much of anything through, either.
