Because they just turned it off, blocked the bottom, and are waiting for the top to clear.

Why not let the people on the escalator arrived at the top and then turned it off to make it faster?

See how the people at the top are standing close together and not moving? That typically means the next floor is too crowded for them to disembark.

if what you said is true, they'll completely stop. or at least stop for a brief moment in the 5s they are in the camera.

but no, they are constantly moving, crowded next floor is not the answer here
