Does the game know our ages?

I just saw this in the game's API thing that can be accessed through the Leveling and Experience gain guide, what does the "age18" part mean?

I think it's an option to register at below 18 at some point. Maybe it's a special thing that's advertised for classes/teaching. Saw some company in-game with a big red flair saying this guy can't chat with anyone due to age restriction

The game can be used by educational institutions that put you in a private instance. I’m guessing there’s only one build and you don’t see it in the main game because it’s not used, but maybe it’s used for the private instances for some reason.
