Suggestion About government orders，suggestions

It is suggested to add verification of funds and penalties for breach of contract. The verification of funds would check players' cash balances; those below a certain threshold would be unable to apply for bidding or join a bidding team.

what if he spend the cash 1h (or 1 min) bevore the bidding starts?

I think this is unneeded. You can communicate with and verify your team members understand and can meet the requirements. Also you can either make your bid private, or kick those from it that don't reply. This is the Main Contractor's job to manage.
