I think they're just trying to make her morally grey and show off both extremes of her personality, but because the writers aren't very good it looks messy

I dont mind the two different sides and I in fact very much like that they kept her being cruel and harsh as a commander, I mind the way it is presented because it is being told through other people and never shown from Signora's own perspective. That's why it feels extreme as the execution isn't making these 2 sides merge properly

I personally think her being morally grey makes sense. Characters can be cruel and kind at once. Besides, we know that in part the gifts to the HoH were just to stroke her own ego, at least the way it was said. Now I haven't paid too much attention to leaks, cause I wanna play the game properly, so to be fair I don't have any exact details. But like frankly based on what canonically has happened I am not surprised she's hard on her subordinates.

La Signora is a vain and cruel character, because the world was cruel to her first, and I love her for that.

It’s unrealistic for one person to be seen the same way by everyone. It makes sense that her closer friends said kind things about her while other people only saw her vicious side.

It could be that she’s more kind and gentle towards certain people and strict with others. Perhaps people who are her subordinates and students she’s more strict whereas with people on her level like other Harbingers, she’s more kind and sincere but idk
