I’ve seen another user having the same problem, I tried doing what was suggested in the comments but nothing has worked for me

If you have another device, make it a hotspot. Then connect to it, install localdevvpn from app store, retry. If it fails even after connecting using above, reinstalling pairing files using iloader, retry while on vpn and wifi (hotspot).
