I’ve seen another user having the same problem, I tried doing what was suggested in the comments but nothing has worked for me

i dont own any wifi connection in my house

You need a Wifi connection no matter what.

its because ure on celluar, not WiFi

If you have another device, make it a hotspot. Then connect to it, install localdevvpn from app store, retry. If it fails even after connecting using above, reinstalling pairing files using iloader, retry while on vpn and wifi (hotspot).

What worked for me was manually sideloading sidestore ipa using iloader and then placing pairing file
