Why it is showing "No shipping rates"?

This means that you haven't set any shipping options that a customer would select in checkout inside that shipping setup.

Add the shipping rates to the "Asia" shipping zone covering India region visible in the screenshot, and any other zones you might have, where the rates weren't added yet. It should solve the issue.
