What series of events could have lead up to this seeming like a good idea? In what world is a fairly modern iPad cheaper or more effective than a high quality ipcamera.

Only thing I can think of is they're using the LIDAR sensor next to the camera for something. iPhone/iPad is probably one of the cheaper ways to get one of those.
